If it's more of a headache than anything else, sell it.  I would have a sit-down with your property manager, as I don't think you are getting the whole story. The moratorium is not a total ban.  Check it out on the CDC website.  Some effort must be made to pay.

My best advice is to chose the pickiest inspector you can find.  Pay him/her to go through the property, and then have your contractor quote it.  Even better if the contractor can walk the property while the inspector is there for measurements, etc.  I manage some adorable historical duplexes (120 years old), and the maintenance has been very little.  The rehabs were done well, and now the owner is enjoying the cashflow.

Call several.  See who answers the phone and has time to talk with you.  Request the property management agreement and plan a follow-up call.  You'll find one that you click with.

Your agent should be able to recommend home inspectors.  I recommend a few to my clients that I have worked with many times and trust to be thorough.  If you don't feel like your agent gave you good advice, it's probably time for a new agent.  As an agent that primarily works with out-of-state investors, I recommend the pickiest inspectors instead of ones that have a reputation of "playing ball" to close a deal.  Yes, several times the inspection has sunk the deal.  But, I would rather lose a deal than lose a client, especially in a Caveat Emptor state where the buyer isn't present.

From my experience with Section 8, past due balances are on the tenant. Here in Huntsville, the only way to revoke a voucher that I know if is to go in front of the Housing Authority Judiciary Board.  They can revoke vouchers with proof of tenant breaking the rules.
