Welcome to BP! As a Realtor in Chicago for 10 years I think the best strategy for new investors to get acclimated to the market is to get set up on a search on the MLS, which I can help you out with. It will start to send you properties in areas where you want to start your focus and then you can expand.

You can buy a SFH in the $200K price point but it will some work. I know you mentioned no complete rehab.

I am a Realtor in Chicago for 10 years and help clients with investment properties, whether they are SFH or multi-units, or condos.
The MLS has a lot of data for buyers when it comes to Closed sale prices, Days on market and rental prices that are currently on the market and what they closed for? This information is pushed to Zillow, Realtor.com, Trulia etc. Many of my client's use rent o meter but I find that those rental prices to be low at times.
I do believe you can ask for more if the property is in a great location(accessible to transportation) and it has been updated and bedroom sizes are larger.
Tenants are willing to pay more when the property warrants it.

You are in a great mind set for wanting to invest in a multi-unit. You are thinking of a great strategy for your family. I have a daughter that was enrolled in the CPS school system and now is in a private high school. When I moved to Chicago I became quickly orientated with the CPS schools because I have a lot of clients with kids and they too want to live in areas of Chicago where the school ratings are high. I would recommend looking at www.greatschools.org
These are some of the elementary schools that have great ratings.
Bell, Blaine, Hamilton, Nettelhorst,Audobon, Prussing, Farnsworth, Beaubien, Burr, Hawthorne and many more, but those will get you started on where to look.
