For a rental, it looks fine to me.  But your question is answered by doing the math.

What does your contract say?  What was the reason given for the delay?  Was it unreasonable? Is he a GC?  Did he pull the permit?

I think you should have first resolved things with the original guy before bringing in someone else.  Otherwise, it creates all kinds of problems for all the parties...as you're now seeing.

At this point, try to settle things with the first guy as best you can.

@Freeman Schultz It would probably be best for you to go to one of the 'big box' stores and have them install it.  It's not terribly hard to do (should take less than an hour) but there are a few tricky details and if you haven't done it before, it's better to hire it out.

@Kimberly H. As long as the boards are solid and the wear layer is not too shallow, you should be able to sand & refinish this floor.  The nails should be set first.  

Try to find another refinisher; it sounds as if these guys just didn't want to do it.

 Yes but they are paying you rent for the privelage to do so.  It's the cost of doing business.

 My thought too. I hate cans, they've become the default ugly lighting everywhere.  I buy cheap fans at Walmart for $50-60, they look great, sell the place, and I've had no maintenance issues. Same in the kitchen,  I've been running a wire from the ceiling box to the cabs and installing cheap LED under cabinet lighting that goes on with the overhead.

 When everything you use is "cheap" does that mean your sale price is cheap too?

I always go with solid.  They are more durable and easier to fix or adjust. Plus they look and feel better.  I use them on closets too; I hate bi-fold doors!

@Marci Stein It's your house. Why would you expect a tenant to be responsible for emptying your septic tank?
