I've made a small habit of investing in their breweries over the years..    ;-)

..no clue about the homes though..

I'm no expert, but I've heard (and had a friend in this situation) that this is accurate. There are some 'technicalities' I think, but generally I think that's right..

..but I'm not an expert. Talk with an (RE) attorney or someone else that would be able to provide better advice.

Cash for keys and kick him to the curb..  plus, he's ruining your investment property and probably annoying your folks.. 

Check the local laws (I'd find out about that city inspector), but start the eviction process if you can..

eh, the easiest way would be to maybe contact a realtor and find out what comps in the area are..  you could check zillow or realtor.com for a ball-park estimate of value..

..as for the $1060/mo. If you're renting out the 2/1 and your staying in the 1/1, your payment should only be about $200/mo..  Plus, you need to include insurance, vacancy, etc..  If you rented the other 1/2 for $550, you'd probably break even on it..  again, depending on the specific financials.

What is the condition of the property?  Is it worth more than $115k?? What is the monthly payment she wants?  (100k @ 5% over 10 yrs is about $1,100/mo -> http://www.mortgagecalculator.org/)

..what are your plans for the property?  Sell it off ? rental ??

I'm local to Cincinnati too, so hit me up some time!!  Since you mentioned wholesaling, I'll remind you that there has been some debate as to the legality of the practice in Ohio. Do a quick search and you'll see what I mean. I'm not taking a stance either way, but I'd take a deeper look in to it for sure..
