You could discuss with a local appraiser but that normally is not their scope of work.

I would suggest you invest local.... you have contacts local.... you can get to know the market instead of relying on 3rd parties.....buy where you can drive by and look at your investment, discuss rental terms in person and do some of your own maintenance. You could actually be the property manager if you like.
If you go out of state you are relying on unknown realtors and unknown property management which can make or brake your investment. Use your contacts to buy below market!

@Jorge Crespo. Binghamton area prices are cheap...rents are good... cap rate often great. Appreciation minimum... downside even less.
Been a RealEstate attorney here for 30 years... I have seen it all...
I have clients making money in student rentals, market rate and others in low income housing.
There is room for all... depends on your risk tolerance and of course pocketbook.
