I would suggest a replacement cost approach on determining the value of a vacant aptartment building. Its hard to buy off a cap rate when there is no income stream. And if it was off a projected income stream the cap rate would have to be higher then 10%. I would think you could find performing apartment buildings all day long at 10%. Thats been my experience.
