All of Boulder Valley has experienced significant appreciation over the past few years.  Longmont is an interesting option as it has a "personality" that is quite different than the Boulder Valley towns (Boulder, Louisville, Superior, Lafayette).  There are fix & flips being done there, so there is definitely some value disparity to be taken advantage of.

I think you're looking past a very important part of the investment - appreciation. The emphasis on cashflow in recent memory (thanks r kiyosaki) is important for risk mitigation early in your investments, then important for "passive" income later. Trust me when I tell you that if you invest for appreciation with cashflow to cover you if your crystal ball wasn't accurate, the appreciation will eclipse the cashflow. National average appreciation is 4%, and multiply that my your leverage factor (4x on a 75% LTV), your true ROI will be 16% + cashflow. Another factor I think you may be overlooking in the Colorado market is rent appreciation as rents have increased faster than home prices, which makes your future cashflow more attractive than your initial numbers. I do not have a ton of experience with pre-forclosures, but I would certainly not use a quit claim deed to transfer ownership.  In the case of the incapacitated, does the remaining owner have durable (or limited with specific language related to the sale of real estate) power of attorney?  I have a close contact who is a wholesaler that I could network you with if you're interested.

@kevin grinstead makes a great point about Ft. Collins for student housing.  What makes it so attractive is their growth plan and there is more than just the school in Ft. Collins.

The only inventory in Boulder sub $100k is are pre-fab homes in pre-fab home parks.  There is an affordable housing condo available at $175k and must be owner occupied with income restrictions.  There are condos to be had in the $200k - $300k ask range in Boulder.  The hard facts is that with the appreciation we've seen in Colorado, sub $100k properties are few and far between in the front range (they DO exist).  Colorado has seen price appreciation of national high 14.5% last year and over 10% in 2014.  Denver/Boulder areas are the most expensive metros not on a coast in the country.  This does not mean there are not deals that will cashflow, but it does mean that it takes a bit more effort to find.  Lets chat if you have any question - I'll PM you my contact information.

Do you have an idea for what your return requirements are? Have you done any research into real estate in the area? There are several strategies that can work in Boulder, depending on your budget.

It really depends on what your important metrics are. Are you focused on cash on cash ROI, total ROI, equity build, etc.? This would give you a more targeted question to get a better answer on locations to look into.
