Hard to say over the internet given many different variables (labor rate, unit manufacturer, location, etc.) With all of that being said I do not think $500 is unreasonable. The part itself could be anywhere from $100-$1000.

How likely would I be to run into issues with HUD or civilly either way?
If the prospective tenant feels he or she was discriminated because of familial status, regardless of what your explanation is, and decides to pursue litigation, you have a problem.
It's a problem that I would avoid.

Although you are adding rent/deposit for the adult (as opposed to a child), you are toeing the line of violating Fair Housing Laws that identifies 'familial status' as a protected class. I personally wouldn't do it.

I am not a tax professional by any means but I think she would write off the the money she paid to you as rehab expenses, maybe issue you a 1099 at the end of the year. Definitely talk to a CPA to do it the right way!
