What does your lease say? If it says all adults have to be on the lease, then go with that. Is this a prospect or a current tenant looking to move someone in? If it's a prospect, it sounds fishy and I would just move on. If it's a current tenant, you have to determine your comfort level with bending the rules for said tenant. Is she otherwise a good tenant? If so, it's something to consider.

I would say fire this guy or gal, but I am bias. And he or she is biased too. He is an expert at his opinion. His opinion comes from his experiences. All investing involves risk. Ultimately, you have to choose your 'hard'. I like real estate and index funds. I lost my shirt in 2008 in the stock market, and until recently I cursed the stock market. But now I understand the risk involved in real estate and stocks, primarily from experience. My issue with the stock market when I first started investing was that I didn't understand it's a long term play. Instead of selling in '08, I should have been buying like crazy. I didn't know what I didn't know. Furthermore, you can not time any market, real estate or stocks. This advice I would run away from. There are deals to be had in every market, up, down, sideways. The key is being able to identify what type of market you are in and adjust accordingly.

What does your lease say regarding repairs, specifically what constitutes an emergency? I would think this does. Your recourse is rent escrow or ask for a deduction on your monthly rent based on the days you were without hot water. Whatever route you go, be sure to get everything in writing.

The applicant might be in an 'income based repayment plan' which is why the monthly payment is as low as you see it. Student loan debt is a crisis in the US right now so I expect to see many more applicants in the same situation in the near future. If the applicant meets your criteria otherwise, go for it.

Unfortunately you will not be able to close until this is taken care of. It will not prevent you from wholesaling the contract. But it is going to make it more difficult. The seller is going to have to front the money, you can front the money and negotiate better terms as @Account Closed has mentioned, or you can ask the buyer to front it (which may be difficult but not impossible if the deal is juicy enough).
