Depends what you like. If you like walkable shops and restaurants I would suggest the Short North, Victorian Village or Italian Village. Italian village has some newer builds while you can find nice restorations in the others as well as German Village. A little less expensive option is Merion Village or Olde Towne East. If you prefer suburbs then check out Grandview, Upper Arlington and Dublin. There's something for everyone around Cbus which makes it an attractive place to live as well as invest!

Franklinton east of 315 is largely owned by the city and other large entities. I haven't seen a reasonable property for sale there in years. Would love someone to renovate that old school on Bellows Ave. could be such a cool living space!

I have a retail building that needed some work and customization before the restaurant could open for business.
We agreed that I would get it to a "vanilla box" state where it's up to code and then they would add the plumbing/electrical and other features needed for their business.
Enter the muddy waters. Both our work has been happening simultaneously the last 6 months to avoid extra permits, drawings and inspections. I haven't received any rent yet and now we're deciding who should have paid for that time which went way over schedule. I have a lease that says they should pay for it but I also want to be fair with the delays that occurred. I verbally told them to hold the payments until July and I was ok with that as long as they made it back up after they open.
What is typical for this type of retail shop that requires customization?

Aaron Smith you are correct. Franklinton east of 315. And yes north of Broad is trending up as well as Merion Village and surrounding areas. Specifically near Children's hospital and just south of Merion Village but north of 104.

This is a nice start @Aaron Smith! Having grown up here, I would suggest similar to @Chad Miller moving Upper Arlington and Bexley to class A. There are pockets that are B or B+ but overall it's an A. East Franklinton is trending class B as the city already committed to a lot of improvements. Similarly Olde Towne East is trending class B.

Has anyone else experienced this bizarre phenomenon or am I crazy?
I find that if I just maintain my units I'll do much better on the financial sheet than if I reinvest in purchasing new places and rehabbing. The question is when to stop and just enjoy what you have. The real estate bug has bit hard and I can't seem to stop! Hahaa. Anyone have advice on when enough is enough??

I'm not sure if it still counts as small scale but I originally developed RentTracker for myself and now have 100k+ users over the past 15 years or so. Its target is landlords with 1-100 units who want mobile access on their phones. Available for iOS and Android. Is there some specific feature that you are are looking for?

There are a lot of new apartments being built in Columbus. I remember reading recently that we are now top in the country now. But despite this there are many people who prefer to live in 100+ year old homes, doubles and 4 families. Areas like Victorian Village and German Village grew from this demand. Some of these are very modern inside and others are restored to original condition. And new areas like Merion Village, Olde Towne East and east Franklinton are next. I'd focus on those areas.
