In many jurisdictions you are accountable for ensuring everything related to permits is in place. If you thought you could outsource thinking on what needs to occur that might be your failing

Nothing unethical here. Contractor was looking for work and found it. You passed on the property and likely didn't compensate him for the time spent

@KC Ushijima sadly the tenant was inherited when I purchased and decided to flake out and I never had the opportunity to collect bank information. They paid rent though and online portal
