Just the fact that they only go to a Health Care panel consisting of experts from the health care field to
"advise on analyses of health care issues. The panel thus helps to further the reliability, professional quality, and transparency of the agency's work."
When you admit to only getting information from one side of an issue, that is tantamount to admitting to being partisan.
I am not calling them partisan, they are calling themselves partisan, by defination. They are proud of it and do not hide it.

Sorry J, you have to do better than that. Partisian is one sided, not caring for what the other side says or thinks.
That can be Health Care, or any other issue, where there is more than one side.

Also dont think that the bill is law, yet!
It does not go into effect until when?
And since it so drastically affects the budget it also must go through a reconciliation process. What happens if the house and senate can not reconcile the bill to the budget?
Does the budget then have to be changed, or does the bill get changed?
Or maybe it just gets repealled.
There is still workings going on in the back room, so to speak.

On his 74th birthday, a man received a gift certificate from his wife. The certificate paid for a visit to a medicine man living on a nearby reservation who was rumored to have a wonderful cure for erectile dysfunction. After being persuaded, he drove to the reservation, handed his ticket to the medicine man.

"Your partner must say'1-2-3-4,' he responded, "But when she does, the medicine will not work again until the next full moon."
He was very eager to see if it worked so he went home, showered, shaved, took a spoonful of the medicine, and then invited his wife to join him in the bedroom. When she came in, He took off his clothes and said, "1-2-3!"
Immediately, he was the manliest of men. His wife was excited and began throwing off her clothes. And then she asked, "What was the 1-2-3 for?"
And that, boys and girls, is why we should never end our sentences with a preposition because we could end up with a dangling participle.

Not bad according to most. I am down only 2% through march 2012 but on my way up!!!!!

However from the fiscal side. The CBO says that the health care legislation will INCREASE the deficits. That is correct INCREASE the deficits!!!!
In the March 18, 2010, preliminary analysis of the budgetary effects of the
revenue effects of enacting that proposal together with the Senate-passed health
bill (H.R. 3590) would yield a net reduction in federal deficits of $138 billion
over the 2010–2019 period. Thus, the legislation’s effects on the rest of the
budget—other than the cash flows of the HI trust fund—would amount to a net
increase in federal deficits of $260 billion over the same period.
My oh my! let us make it look like we are saving money and reducing the deficit because we are able to put money into the HI trust fund. Nevermind that that money is comming from other areas of the total budget which would increase, deficit wise!

You are correct that the CBO is NOT non partisial and the proof is from their own main page.

Yeah, right! In order to keep an eye on health care lets only talk to health care people! That is about as partisian as you can get!!!

It does not matter to me why they are selling the fact that they want to sell and I want to buy, is good enough to make a deal.
Those that want to know why they are selling are usually those that will prey on their misfortune by knowing what it is and discounting the price so that they can make more profit. Or are not going to buy themselves and need to clear enough room to make a profit while selling to their buyer. (wholesalling)
This method does work, but I dont need to use it. That is all.
As far as the other liens are concerned they must be paid off before the title can change hands to me. I will only pay him (through escrow) the agreed upon amount. If that is not enough to clear the title, he will have to pay the rest of the monies needed to clear the title or no deal can be done.
What he owes on the property and what I am willing to pay for the property are two different things.
Business is business. If you deal fairly with people, others will know of your reputation and you will find more deals. Rather they will find you!!!! I dont need to create deals by "forcing" the homeowner to take less than the property is worth to make the numbers work for me.
Now there are times when I will give the homeowner full price for his property and not make any money (breakeven) because he honestly told me of his situation and it improves my reputation to help out. But I will never ask him why he needs to sell.

I cant give you a step by step, but I can give my opinions on your questions, with the hope that the more experienced will chime in to correct me.

Both, sort of. I can agree to an price range area depending upon the results of the pictures I take with my contractor. If all looks good then that price range will stand.
How long are you usually there? What do you bring? Do you take any pictures?
These last few were somewhat answered within the last answer. But take as much time as needed to gain his confidence in your abilities to correctly ascertain the quality and the problems. Do not only mention the problems but also compliment the good aspects of the house and he will not feel that you are only lowballing him.

This is his business and they must be paid off from the escrow amounts to clear title for me. He might even have to add money to the escrow himself to accomplish this.

If they are honest and above board (as you should be with them) this can happen very quickly so it is not a problem.

Make the deal.
