@Thomas Franklinthank you for sharing your thoughts on REIA groups. I have already perceived the difference you describe in two groups in my area and was just thinking it was me or I was being overly skeptical.

I'm also interested in this method and am actively looking for properties in Baltimore city. Your numbers may push me into the county. Where do you find your properties? Wholesaler? MLS? And what areas do you target?

Hello all -
I am also identifying potential neighborhoods for buy and holds and fix and flips. My plan is to eventually move into one of my properties (ideally a multi family) so I will be targeting places I'd like to live. That also makes me feel more comfortable about servicing my properties and tenants in that area. The links others have posted are very helpful and driving around is VERY useful too. While I live in MD, I'm about 90 min away from Baltimore so I don't spend a lot of time there.
However, I also use http://livebaltimore.com/neighborhoods/waverly/#.VsOEidgUXIU to look up neighborhoods. Content appears to be loaded by community members, but I like the idea of folks being involved in their neighborhood in this way. I don't consider neighborhoods where at least one user hasn't written something about the area they live in. Hope this helps.
