If your in an area that gets water, I recommend interior drain tile and overhead sewers to keep it dry.  Sewer water backup is the biggest issue in Chicago in my opinion only solved by Overhead sewers

Post pictures when your done with construction.

I've been in 100's of multi units in the city and don't recall ever seeing what you are describing .  Down in Texas well yes common

figure $12K for a bare bones 20x22 garage in Chicago which will end up messing up your parking spots for the other tenants.  I would leave it as is

Call the landlord and tell him you want a walk through prior to move out.  No reason to speculate what you will or will not be charged for.  

Alot easier and professional to hit this on the front end than after the fact.

I would zone it with 2 systems with the handlers in the Attic and Basement  

Still looking around $10-12k with condensers, coils, and sheet metal

What kind of retention rate do you have with $100 per day late?  I don't think there is one contractor I use that would agree to that.  I agree more on positive reinforcement.  Bonus paid if done on time or ahead.  

The 10% retainer you have in place for closing walk through or your walk through?

whoa..not the first I've heard of a condo in this situation but I cannot offer any advice except to look at alternative properties that are more stable in respect to your investment even if you do own 1 of the units 

By the way what area of Chicago is this building located at?
