In the area I invest, they don't "require" appliances, they just allow more money for rent for each appliance that you do have in the rental.
I suggest you connect with some landlords or property managers with section 8 properties in the actual city you're inquiring about. They can give you some local insight as to how stringent they are and what they're typically looking for.

Are you looking to purchase the property as your primary residence or as a rental?
If I remember correctly, a tenant the right to remain in the property for the duration of the lease agreement with one exception. When the homeowner wants to move into the property as his primary residence, the tenant may be forced out. You must provide a 30-day notice to vacate using the reason you want to inhabit the property as your principal residence.
You should double check on that though.

From what I've seen, FNMA and FMCC investor conventional loans aren't too foreigner friendly. I'm not sure of the actual guidelines, but I know of some out of the country buyers who've had problems with local financing.

I know that Marcus & Millichap put out some good reports. City-Data is great also. I think one of the best tools is this site called BiggerPockets :) You can network with some investors local to the markets you're looking in, to get some real boots on the ground information.
