Personally I think you have a unique offering and I'm not sure about VRBO, but Airbnb guests love unique places.  I think it sounds great and would pick this over a luxury home anytime.  One caveat - don't expect the same rents as the luxury locations, but I bet you can make a nice income from it.  Do your homework on rates for like4like type properties.

@Kevin Lefeuvre  - understood on non-returning guests.  Are you saying he gave you a 4 star or a 1 star review?  As I'm sure you're aware you can respond to any guest comments, but my advice would be to just rise above it the best that you can in those comments don't get defensive, be kind - understanding - and stick to the facts and even mention the heat wave/black out potential.  It will help with future prospective guests.  I also would contact AIrbnb yourself and have them review the situation with you.  I have found them to be good at helping to handle these situations.  If it's in your description and he still rented from you, then I feel it's on the guest.  I would work hard to resolve the situation for the next guest, especially because of the unfortunate heat wave.

I like @John Underwood's comment, discount on their next stay.  I think this falls under the "Acts of God" clause since it is out of your control and I would think guests would understand this.  The other option would be to notify them ahead of their arrival that this might occur and the reasoning for it.  This would be my strategy to be "above board" with my guests.

Yep I agree with @Bill S.@James Carlson is your man in Denver!  Legislation issues in Denver county but he's got a strong understanding.

Tried both, damage deposit works better.  I concur with @John Underwood's logic and agree with @Kevin Lefeuvre that Airbnb's solution works better (at least in my market).

It started happening to me about a year ago and I went and found a new team that has turned out to be great.  I posted the question to a website called Nextdoor.com and was referred to an amazing cleaner and her sister.  I have now become her largest client and there are no "extra fees" at any time.  I do bonus her on occasion as she is always willing to help out.  A HUGE and as you know incredibly important resource.
