Curious Question, these Mobiles that you were flipping. Were you doing Single Wides as well? What was the buy criteria for finding a solid mobile flip?

Buying a rent ready property is great but at the end of the day, you are probably paying market value or close to. You will also have more competition in this realm because there are more homebuyers out there looking for turnkey as opposed to a fixer. 

Buying a property not rent ready allows you to get these at a discount, sometimes a significant discount. This allows you to force appreciation anyway you see fit. Also, less competition from homebuyers but more investors will be in this arena.

It all depends. What are your goals? 

Do you want to turn it into a rental?

If you are thinking flip. Run your numbers with what condition the house is in right now to see what you could sell for it as it sits. If you can make a ton of money without cracking into walls, going through the construction process, dealing with all of those headaches that come with a flip. The juice may not be worth the squeeze for an entire rehab.

Something similar happened to an investor that I know (in WA state).

They used their Motorhome as an STR. City came by and told them the exact same thing. They did their research and found a loophole. They aren't allowed to keep their STR motorhome parked in 1 spot for more than 6 months straight.

Soooo every 6 months, they move their RV from one side of their driveway to the other... And it got the city off their back! LOL

Let me ask you a question.... Have you visited either of these cities for yourself? If so, which one do YOU prefer?

You're going to get people from both places saying to invest in their community (probably a local realtor trying to earn your business). 

Then you're going to be left in the same situation. "He said invest in Texas but she said invest in NC"

There just comes a point in time where you're just going to have to jump. You said you've done your research. Great! Now I question, is the analysis paralysis? Just jump!! You're going to earn battle scars no matter where you decide. The point is to decide for you and your money. Don't let a random person be the decision maker as to where your hard earned money is spent.

Multifamily is preferred. The goal should be to own as many doors with as little roofs as possible.

Roaches, yes. 

Mice/Rats. Just call your local pest control to come lay some traps.
