@Paul Stout when you were speaking to the neighbors and heard that some received offers did that mention what price and terms were offered. If the price the city is offering is more than the property you are considering purchasing cost. Buy the property from the seller. The property has a cash flow of 600. You can continue to collect the 600 cash or sell to the city at a later date. The property value will rise if there are new condos built in that area. The city may or may not harass you. If they do harass you collect the cash flow as long as you can and then sell to the city.
