If they can provide pics or vids you can estimate rehab costs, but you would have to have a contractor and realtor you can trust since you can't actually be there. Start vetting out realtors and contractors in the area

I did my first flip with only 2k, there are a lot of investors out there with capital and no deals, start networking and connect with these investors so when you do locate a property you can do a JV (joint Venture) with one of these investors. That's what I did with my first 3 flips.
