You can hire foreign VA to cold call, you just need to find the right one with RE experience and speaks well, the rest you can teach them. I used Upwork for my VA and have 3 amazing finds. Before you hire a VA to cold call you should be doing your own cold calling first to get an understanding, first hand, of how it works.
