Big fan of PropStream, I pull foreclosure, probate, divorce and out of state owners. They can skip trace for you as well. Much cheaper than buying lists.

Don't need pics, but what a builder wants to know is what he can potentially build there. Best thing is go directly to the zoning office and find out all the information on the land as possible and include that in your pitch to a builder.

Find an investor with money that is looking for a deal (there are many of them out there, If you have a great deal it's easy to find a money partner!
