Welcome Keaira! I would really have to know more about your goals and where you are at financially to tell you where to start. I would get involved with your local REIA and research as much as possible. But as far as the angle to approach, it really is different for everybody.

I've seen studios rent for $2500/month, albeit that was in New York. I agree, why not buy? But not everyone does. It could be because houses in that area are extremely expensive, credit problems, wanting more flexibility, an aversion to debt or home ownership or just who knows. But plenty of people do it.

There's no such thing as a stupid question, just stupid people who ask questions. Just kidding, your question is not stupid at all. The main reason some sellers only accept cash offers is because financing doesn't always work out and it's a pain to have to relist a property because the buyer couldn't get financed. This is more often true with properties that are in bad condition and being sold as is. In addition, buyers offering cash can usually close quicker and that's important to some sellers, particularly wholesalers.
