We rent to tenants with pets with pet rent and a pet deposit, but we don't allow dangerous breeds. So my two cents would be no.

Using your current home as a rental and then maybe getting an FHA loan for a new house is one strategy. Another is to talk to more banks. Different banks have different appetites and early on, I had to talk to something like 20 before I finally found one that would lend to us (this was back during the recession, it's better now, but you still have to do a lot of looking).

There are some free sources you can look at, such as City-Data.com and CLRSearch.com as well as many others and some better ones that cost money. You want to look for areas with good schools, low crime and that are growing in population and have jobs coming in. Also, talking to other investors is a good way to go too.

I think Steve and Chris are correct, there's just so much demand coming up from California and there's not much room to grow, particularly given there's nowhere to add or expand roads downtown. Portland might be effected by a national downturn, but as far as the local situation goes, I think prices will continue to rise.
