Some HOA are also voluntary. For SFR, depending on the amenities, HOAs are designed to protect property values for owners as well.

Check for lead paint if pre 1978.

Do either of you have any idea what constitutes "directly to the public"? The company does archaeology, historical preservation, and cemetery studies among a few other things. It sounds like that would probably be a "yes".

What is the use? Do they provide goods or services to the public? 

Commercial facilities, such as office buildings, factories, warehouses, or other facilities that do not provide goods or services directly to the public are only subject to the ADA's requirements for new construction and alterations.

There isn't a standard assignment contract, but any lawyer can draft one for your needs.

Roughly, for Dallas if you knock down a home, lot value + demo is 1/3 of total value.

So if the lot is big enough, you can pay $200k, build for 400k and sell for $600k...

Best chance is to reach out to other operators in the area. If the market is strong enough, they may show some interest. It sounds like you're missing about 90% of the puzzle here...
