I'm not sure that going in trying to convince greedy landlords to listen to you is the approach I would take. Have you thought of forming a landlords group? Maybe a quarterly meeting of owners in the area? Or you could flat out send them a letter saying that you want to buy their property - them problem solved.
Another option would be to get a particularly adamant owner occupant in the area to chair the neighborhood watch committee.

Hi Dana if you're in Florida try Sun Trust bank. They were wonderful but I'm in Ohio.
I, on the other hand, need recommendations for Ohio banks :-)

Great idea on owner financing! I would suggest getting to know the neighbors as well. One neighbor offered to purchase the house I got for $10k more than I had it under contract for - as is. The neighbors wanted their family to move closer. I thought about it for a while but decided I wanted the slow dime as opposed to a fast nickel.
I ended up renting it to the nephew of another neighbor. It seems to me that there can be strong family ties in these neighborhoods that easily support what you/we are trying to do. I found that very encouraging :-)

Living abroad and investing is hard. I applaud you for actually taking action so far away. I was overseas in a 2010 (an epic year to be an investor) and I sat it out. Kudos to you! Maybe partnering with someone local to Atlanta would be helpful to help you move along faster, especially since your daughter is helping.
Congratulations on another deal!! Do you live in Toledo? I think I remember you living elsewhere? I'm coming up to Toledo in a few weeks and would love to meet a local investor to learn about about the city.

@Angelique F. Did you have an inspection? I think the land integrity is the biggest issue of what you are saying. I have no idea who to call on that one either. Maybe someone at the city that permits for structures??
Flooring and windows can be replaced and a garage is (detached??) is not really essential to the function of the house. I got flooring on 12 months interest free financing from lumbar liquidators (helps with cash management) and Window world has windows for $189/window installed.
