Thanks for that.  The only way I've learned is that if you remove taxes and insurance from mortgage payments.  It also helps if the new trustee or whatever gets put on the insurance to not raise any red flags.

Yes, all utilities are at the street.  It is across from 6565 Girvin Dr.  I have preliminary soils report, and I have worked briefly with geotech who made a site visit and determined it is buildable.
