As far as Boerne is concerned, yes it is part of the greater San Antonio MSA.

Welcome! Both zip codes cover a large area with some great areas for potential new construction but difficult to give you a solid answer without having a more approximate location. The 78207 area has not had any recent 2-4 unit new construction to my knowledge, but 78228 has had two new construction duplexes that have recently been built. One has been sold and the other under contract (147 & 203 Cloudcroft) near Bandera and 410. The duplex that was sold was listed for $379k and sold for $360k with no seller concessions. All units have been rented between $1400-$1475 per door. Unit size is 1,640 sqft. 3 bed/2 bath.

There are no properties available in those area's at this time, but there is 2-4 door multifamily in all those general area's. I would look between Culebra and Bandera inside of 1604. Most of these properties will be 1970's and 1980's builds in the 180k-220k range for a duplex. As you go East off of Bandera and Eckhart there is a 2007 development on Kingsbury where I have two listings that are currently active that you may be interested in.
New construction duplexes and fourplexes are primarily being built on the NE side of town (Universal City, Converse) with a couple of infill new construction peppered throughout San Antonio. Value Builders and Duplexes of Texas are building new construction duplexes in New Braunfels and Buda TX. Between three builders there are 200+ duplexes slated to break ground in 2019 on the West/NW side of town around Potranco and 1604 and Hausman and 1604 (*this could change).
As far as the Fair Oaks Ranch area, I would go a little further up I-10 to Boerne. This is a great bedroom community with a great school district. There are around 250 small multifamily within Boerne, you just have to have a little patience for them to hit the market. In fact, a fourplex just came on the market in Boerne that you may want to take a look at.
There are small multifamily properties all over the San Antonio MSA, you just need to know where to look. Good luck moving forward!

San Antonio and the I-35 corridor has been seeing some explosive growth for the last couple of years now. According to the US Census Bureau, San Antonio is the fastest growing city in the country with an average of 60 people moving in daily. Market stability is sustained by multiple economic drivers such as (Military, Cyber Security, Biotech, Medical and multiple corporate headquarters). Local education institutions have invested heavily in Cyber Security to help propel SA to achieve its new moniker "Cyber City USA" on top of already being known as "Military City USA".
There is an urban renaissance occurring within the San Antonio urban core (Tobin Hill, Government Hill, Five Points, Dignowity, Denver Heights and many other surrounding submarkets), which has been helping with the gentrification in the area and higher than average appreciation. This was spurred by the Pearl Brewery Development.
The West/NW side of town has been seeing some incredible growth in regards to single family/multifamily new construction and retail. So depending on what you're looking to do, that may be a good market to look at as well.
With the above being said, there are multiple submarkets throughout SA that offer opportunities for investors looking to purchase stabilized A&B class assets, Value-add B&C class properties or fix and flip opportunities. It really all depends on what your goals are, risk tolerance and exit strategy.

Welcome! Inventory has been low recently, so definitely have your ducks in a row when you start writing offers. Jumping on deals quickly and having a sound offer strategy is key right now.
