It really depends on what you value more and what kind of numbers you're working with. Virginia Beach will have many highly ranked schools, but it's also more expensive than the surrounding neighborhoods. Norfolk would definitely have more options in terms of proximity to NS Norfolk and properties to rehab. Norfolk also has many more multi-family properties if you'd like to have a property with an extra unit!
Are you moving here for the military?

@Danielle Bulla Isenhour OMG Danielle!! What a huge accomplishment!!!! That is so amazing that the they were able to live there during the rehab. Were they still able to function ok between kitchen and bathroom rehabs? I know live-in rehabs can be tough; especially when it's someone else living there!

I'm not in the area, but you can try going to BiggerPockets.com > Network (in the top ribbon) > Real Estate Agents > and filter by that zip code. It'll help you find some amazing investor-friendly agents in that particular area.
I also highly recommend meeting a few investors to find out who they use as an agent. Have you been to any of the local meetups there?

@Alyssa Feliciano Yes! You are totally on the right track. I'd also see if you can look at the local government's website to see if they have future development plans that you can find. It'll give you an idea of where the local communities are putting their money to find what the potential future growth will be.
