Diane, can you share the address? I’m curious where your rents are compared to market rents? I have noticed lots of owners have not kept up with current market rents over the years but when they go to sell, they still want pricing that comparable units have sold for but with much higher rents. You might need to get your rents to a point where the property at least cash flows some with 25% down.

I would start with Zillow. Its free and they have screening portion and lease agreements

Great deal and info here. I would say regardless of if you get a deal here the value from going thru this analysis is worth it! 

Sounds like your offer for cash is so far below his asking price, that he will likely decline...but cant hurt to offer i guess. On this sellers next home, sounds like he may need some additional education on the buy side...if you can add value there it may bode well for you on his house as well. Without major repairs needed it will be challenging to get a substanially below market offer accepted. By any chance are you a realtor? this could be a scenario that you offer to help him sell his home and profit from that sell. Just another exit option that you could offer him!

Have you tried Mid Valley Finance? I know they take a longer look at projects like this in the valley and I have noticed they tend to accept more projects sometimes but depending on experience you may be asked to bring more money in than an experienced developer and likely to have a higher interest rate. Cash flowing rentals in Fresno are still around. You have to buy right and expect to bring some equity into the deal. There are only a few select scenarios where it might be ok to have negative cash flow for the first couple years. The main exception would be for very high appreciation.
