I buy most of my notes direct from seller carry and inherited private notes

I would send a written offer with a monthly payment equal to the net rent they would receive after operating expenses. If they respond negotiation have just begun.

I do a " full court press" on opportunities like this. Mail, call, email, text, door knock whatever it takes.

Yes, you can sell partial ownership. Consult a real estate attorney & CPA for structure & advice. You don't need to get permission from your lender, however be informed of Garn St Germain, (due on sale rules).  

You would have an exclusion to selling up to $250k without cap gain research  Section 121 IRS. That is effectively a sale.  He would have to meet the qualifications for Sec 121 for his exemption.

Since you don't own the property a hard money lender wouldn't have any collateral to loan against to protect themselves.

If you use your funds to acquire the property at auction, a hard money lender could be used, they would insist on being in first position & would loan up to their particular loan to value ratio (Many Lenders have different guidelines for LTV%)
