The general rule of thumb for self storage is 35% of every $1 goes to operating expenses. This doesn't include debt service.

Can you go to the existing bank for a LOC or 2nd with the same bank to access some of the equity if something comes along? I would not do a full refinance unless you had to.

When you say raise rent to get to $6500 is that to neighbors prices? Any Capex needed?

More time/paper/brain burden than financing with a local bank.
Seller needs to have better documentation and cleaner books generally.

Can you just work backwards on what you would need to make it worth your while developing vs. what he wants?
I'm sure you could get a broker to sign a NDA and pay them a fee for the work on the land.
