There are investors who go up to 80% Cash Out.

But it nearly never makes sense, the rate is typically 1-2% higher and points are also an increased 1-2% higher.

Meaning to pull out 5% more, over 12 months you'll pay an additional 3% of the loan amount.

You would just be giving away money at that point.

75% will get you solid terms, its not a bad play to leave money in deals.

Does he income qualify for that level of debt?

Might be doable with a few funds I work with.

Something this small, I'd recommend just using a credit card or personal loan. Don't make it complicated trying to save a couple hundred bucks.

Umm, no. Its the truth. Investors buy these loans based on guidelines, if guidelines aren't met, lenders will not be able to sell the loan on the secondary market. Originators and underwriters don't make the rules, we wish we could! You get a lot further in this business just finding a way to get what underwriters need to clear conditions then spending countless days & hours trying to fight it tooth and nail.

I highly recommend you get in contact with a good broker, building a relationship with a good broker will save you thousands of dollars, countless hours and headaches!

Ultimately you are going to need significantly more capital.

I wouldnt be looking to get into RE Investing until you have at least 30-40k.
