I have Section 8 rentals in Cleveland as well as the San Francisco Bay Area and I can tell you that in those areas Section 8 will not support evicting someone for the reason you mention. What you can do is tell them you are not renewing their lease....so if they have been there for over a year they have probably automatically become month to month. 

In the future the way you mitigate this is to do some quick math....For every 18 plus year old living at the place, automatically count on another adult living there.   You have a 28 year old mother with a 7 year old child....count on at least one more adult "living there" as in the baby's father. Now if the baby's father also has kids you can count on him and his kids being there also. 

I have a 2bd/1ba available to rent and a single mother with one child who has been properly vetted by me (Not the Housing Authority) meets MY requirements.....I'm giving her a serious look as compared to the single mother with two kids......etc.

Did you or the landlord take BEFORE and AFTER pictures from when you moved in? That will be a large amount of your proof. The landlord has 3 weeks from the time you move out to get the remainder of your deposit to you.

I have been going through it. The lazy way out is just to ask your PM to handle it. However if you want to be educated about the process there is stuff online with the City, just google it. They also have a list of certified lead RRP contractors that you can contact directly....which is what I did. I basically "interviewed" over the phone a couple of them. Then I had them liason with my PM to go into my rentals and do the work.

12 Unit building where 70 to 100% of the rent is guaranteed every month? You are the man! I love my Section 8 tenants. Over half my portfolio has them and I am in the process of increasing that percentage.
