Um....if you want your request to be taken more seriously you will provide context then a headline ending in an exclamation point followed by a single sentence that says the same thing. Do you own the property? What part of Cleveland?...........Generally speaking what type of work needs to be done, etc.  Good luck.

The certification is legit. I do not know about the "every two years part of it though". Google this subject and it takes you right to the lead certification site for Cleveland and you will also see where they provide a list of contractors already approved by the city to do the work and the certification. You should also make sure the city also has YOUR direct contact information......I found out about this months ago in the mail from the city.

Here's what you need to do.

A. Get a home inspection report and see if you still want to buy the property. If you do,....close on the property,....then reach out to PMs and GCs.

or

B. Be willing to pay a GC to look at a property and pay them for their time before you c,lose on the property.

If you're contacting PM's about a property you don't even own yet they won't show a lot of interest because you don't own the property yet. Best bet is to actually acquire the property.....then you will be taken a lot more serious. 

Almost the same concept if you are trying to hire a contractor when you don't own the property yet......They are not inclined to take time out of their schedule to go to a property, do a walk through and prepare a SOW (Scope of Work) on a property you "might" purchase. Now you have wasted the GC's time.

At it's core, you can look at the lease. Does the lease say you have to provide a washer/dryer? I have several Section 8 rentals and NONE of the lease paperwork says a washer/dryer is provided. If your lease does not say washer/dryer provided, then let her know she now gets to provide a washer/dryer herself.

If the lease does say you have to provide it, shame on you. However, now that moratoriums are being lifted, there are several suggestions others have pointed out that you can use to evict her.

I've got someone who is a CPA and a PM in Ohio that completely understands the game out there. Out of curiosity, why are you looking to engage a CPA out of state to advise you on how to buy real estate?
