You can place ads on craigslist building you buyers list. Networking. Driving for dollars a waste? Umm, never heard that one. You're probably in the wrong part of town or something. You can make low ball offers on the MLS. Work on a different campaign. Get your numbers together from your current one, figure out how to make it better. Read. Write. Why are you waiting to mail our callers? Why not piece your mailing instead of a wave stuff. That will stretch your work out since you've grown bored...

I had a few properties with similar conditions. This is based off of this particular county and state though.
The properties taxes we backed and they were scheduled to be tore down. In order to get the properties:
1. Taxes had to be paid
2. Deposit of like $20k had to be made to HOLD the demo.
3. There had to be a particular amount of progress per month.
4. The code violations had to be fixed in like 90 days.
Too much mess for my time. Like everyone else is saying, check with your county first. Might be easier in your area, might be harder...
