My recollection is that tax sales in Maryland are generally held in June and are advertised at least thirty days in advance. 

I am unaware of any readily available listings as the property owners are notified of their delinquency and given opportunities to correct the matter in the months leading up to annual sale before their property being  listed publically

Hey group, anyone able correlate plus verify the above with the most recent information ?

A residential tenant is rarely responsible for damages to structural or systems except for cases gross negligence by the tenant, nor will the common renters insurance pay for those damages. 

From a code enforcement perspective if the kitchen and/or other essential portions of the property are truly uninhabitable then the property is condemnable by the authority having jurisdiction. 

Depending on the level the damage rises to the property may well be un-occupiable until repaired. 

The 50% reduction while admirable it most certainly won't cut it in that region of the country given the tenant centric laws and authorities in Maryland, especially those in Baltimore City & Baltimore County.

Once you sign on the dotted line and the deed is recorded it is a matter of public record. Your changing to an LLC does not change that fact as the articles of incorporation are public record and easily accessed, too. LLCs do offer you a measure of protection from claims but are not absolutely bullet proof. Proper management, proper maintenance, proper operating procedures, and being accountable with sufficient liability plus acts & omissions insurance will help you sleep at night.

You'll be dealing with the same pricing issues in Montgomery County as Howard County. Prince George's and Anne Arundel Counties, adjacent to Howard County, appear to have more opportunities in the ARV price ranges that are easy to move. Frederick County which physically adjoins western Howard County is a much better play than Montgomery County, as well.

I've found that the Mid Atlantic REIA (MAREIA) of Owings Mills and Washington REIA (WREIA) of Rockville/Bethesda to be excellent resources

They both have either a per Meeting charge or a membership option, they're well worth the investment

Any system that uses combustion as a means to heat anything poses an un-necessary risk...regardless of circumstance or cause any failure, diminished performance, or catastrophic failure with heating equipment ( stove, oven, furnace, water heater ) can have devastating consequences 

As a former public safety official I would never have any devices that use combustion as a means of heating anything especially as a landlord

There is not a simple means of having making two distinct marketable properties but it can be done 

Based on the information provided there are three competing entities that will be involved in one way or another  

Maryland, Montgomery County and the Village of Chevy Chase 

Employing the services of a land development firm, such as RS Thaler or others, would likely be essential to the success of your having two marketable lots in the end
