Legally-- my guess would probably be yes. Do most people though--No. Does it have 2 egress routes? I'm overseeing a pretty large rehab project right now in Ohio city for one of my investors and it's a similar situation. It's a 4 unit with an unfinished attic, but we're finishing the attic and dividing it in 2 so that both up units have access for a master suite. We had an architect come through who wrote up all the plans, who then submitted the plans and permits to the city, who then approved everything.

I agree with @James Wise. Find a niche and focus your efforts on marketing to that niche.

It should take around 2 weeks. With the end of the month approaching, you may start getting more traffic. Most tenants current leases are about and expire and traffic tends to increase right around this time.
