agree with John K. 

Use an RMLO to button up the transaction. I do a lot of these and you definitely need to put in some safeguards. Look for a title company that does these as well. Capital Tile- Ceshker Group does mine. I know they do transactions in Houston as well.

 Pricing is way out of whack on 2-4 units to cash flow without a large down pmt. I would look on the east side of Tesla's new facility for a deal.

Look at property tax rates in these areas. I remember some areas close to there being high.

I think the police are the only ones that can help. I would not let them out of their lease without verifying all data. At the end of the day you have to decide if you want to go to court and fight this if they file with the JP.
