Although I don't have personal experience in the Philly market, I've seen that bandit signs or a saturation of bandit signs don't necessarily equate to an over saturation of direct mail marketing. The cost of a bandit sign can be quite cheap relative to a quality, consistent direct mail campaign.
Let's dig a bit deeper. I'd be curious to hear what other investors in your area are saying. Is your belief consistent with others in your market? Who are the other established wholesalers in the market and what are they saying? Local REIAs/meet-ups could be a good resource.
Another viewpoint in other competitive markets I've seen is that buyers' criteria loosen a bit when the market is hot and there's a shortage of deals. This could work to a wholesaler's advantage to demand a higher assignment fee. If buyers are willing to pay a higher price, then that would be a benefit to a wholesaler. As an investor with flexibility, it'll give you options. If you know other buyers' criteria, you can decide to wholesale certain deals that not meet your criteria but suit others, while cherry picking other deals for your own rehabs.
Another advantage to a hot market is that although there may be quite a bit of competition, once you find a deal, you'll be able to find an end buyer relatively easily.
You make a good point - Absentee/high equity is a common list which provides fewer barriers to entry for wholesalers. The key to any list/marketing campaign is persistence with mailing, quality negotiation & follow-up with motivated sellers.
Another alternative is looking at some of the niche lists out there. The reason these niche lists could be valuable is that it may not be as simple as procuring the names from list source. Depending on the niche/combination of special criteria, you may have to go to the county, manually put these together (or pay a VA to do it).
Bottom Line (and I am guilty of this as well) - It's easy to let our limiting beliefs hold us back especially when real estate has become "sexy" again and there are signs of it (no pun intended) all around us.
