For what service specifically were you looking to pay a finder fee?

Check with local attorney for local laws and regulations depending on the specific scenarios you're looking to apply the finder fee.  

You may find that accepting a fee for putting together a buyer and a seller is considered a "Brokerage service"  and you need a license to provide a brokerage service.
