Post: laying down sticky tiles?

You can buy a "self leveling" compund that pours out like paint but hardens as it dries. This will level the floor, if its not to bad.

Next you will want to use a cement board or tile "backer" board to go down prior to the tile. This is to strengthen the floor so it wont flex; it is the flexing of a floor that will pop tile loose and crack the grout lines. (or both)

No need to floor it twice.

The cost of the sticky tiles will pay for the backer boards usually.

Remember less money out means more money in (your pocket).

I agree with Mike & Eric, it will usually fall in the 50% expenses, but if you can squeeze in an extra mortgage payment and still cash flows that makes the deal even better!
