I would purchase an 8+ unit apartment building, renovate (if necessary), and raise the rents where it makes sense...and I would do that as close to my current area as possible.

You can consider a JV with friends or family members.
I started one last month, and we each put in several thousand.
I formed the LLC and had the operating agreement reviewed by a lawyer. Each member signed it, and we're out looking at properties now. I provide a lot of training and use two books from J Scott. I plan to be ready to purchase our first property next month. We'll use a hard money loan to help with the purchase and construction costs. We're just sticking to cosmetics—no gut jobs.
My goal is a 10% ROI, but I'm looking for a lot more than that.
