All housing agencies that manage the program are technically given the same playbook but do act differently. 

Go and speak to yours and see how you feel about them. The sticker price they quote you includes utilities.

I called our local County housing agency a couple of months ago to ask what the current allowance is and they would not tell me, instead they demanded to know what my rent was. I complimented them on making my decision so easy.

The noise may go up when or if the foliage drop its leaves

Cover it with carpet or better yest used astroturf.

So...get it done and pay the bill. You have no proof it is their fault. 

Send a real letter on paper with signature service stating that the line is now clear and any and all issues down the road are at their expense

I would strongly suggest having the line camera-ed to ensure there is no break or sag or any other issue with the line

I gotta  ask....what's 'RUBS'. 

We are preparing to rent out our primary res. and are strongly considering building utilities into the rent....with caps.  Thoughts on this?

Put an ad on craigslist for a free motor home

Or....have it pushed moved out to the street in the wee hours of the night.

Birs spray seeds and thus attract mice and some bugs. Not a good thing, especially in z multi.

A direct answer will depend on your specific location. In short I would wait it out till end of term.

 Get legal advice and follow it fully to avoid any missteps.

Timing of notice to quit can be critical so move quickly
