It's important to explain to the seller your intent. If you're wholesaling, tell them you plan on finding another cash buyer who will actually purchase the property. Be honest and upfront so you don't run into issues that prevent you from closing.

A common formula to quickly determine if something is a deal or not is MAO = ARV - repairs - profit

Max Allowable Offer (MAO) is the most you can pay for a property.

After Repair Value (ARV) is what the property is worth all fixed up.

What's your goal with the deal? Fix and flip it? Fix and rent it? Wholesale?

Right now it's not making you any money, right? I say fix it and rent it out yourself. Or do what @Jeffrey H. said, fix it and sell it. 

Both ways will turn it into a cash flowing asset.
