Typically I stay out of such requests, but for some reason, if in your shoes, I’d provide a short, basic and simple letter to suffice her request.

I would move on from this situation and seize any conversations from associated parties. 

Perhaps a more generic denial letter can cure you from any other situations similar to the one you described above.

I can't comment on STR, but I can say that there isn't that much of the lake left in Big Bear. At the rate it's going, it'll be big bear without a lake within 10-20 years.

Local government isn’t doing a good job preserving much of the area in my opinion. For someone who frequents the mountains, I’m seeing a decline in upkeep.

I will echo @John Underwood and suggest you keep the money and tell the tenant to move forward with the law suit. 

I wouldn’t have any issues arguing this one in court.

I wouldn’t touch the brick and for the siding, I would use the same color as the house to the left in the image.

Co-signers are usually useless. Focus on finding qualified tenants that meet your guideline.

Technically, the tenants should be reaching out to cops if they are experiencing a disturbance. But you can reach out for them if you feel things are getting out of hand.
You rather have a trashed unit versus 3 unhappy tenants. 

As for a ‘Cash for Keys’ approach, I wouldn’t move forward because, 

A. You have already began the eviction process.

B. This guy is probably not going to bite and may belligerent with you.

IMO: She stays on the lease and her ‘portion’ of the deposit isn’t refunded. She’s an adult, she should have thought about things before entering a binding legal agreement. The above is non-negotiable.

It’s never too late to go back to the drawing boards. Until escrow is closed, everything is negotiable. 

Of course, I am assuming you have not removed your inspection contingency.
