Its a good idea to have many ways out of a deal. If you have run the numbers for both exit strategies and work out there is no reason you can't rent if it doesnt sell.

Much of this is personal preference. If the property is near where you are living i would at least try to self management to begin with and then when you begin to scale employ a property management company.

I don't really see the benefit of having a property directly next door to another of your properties if there is a better deal just down the road. The 130k house appears to be a better investment.

Assume way more vacancy than 2% for str and if the numbers still work after that I would say go for it.

I would make it clear to him in conversation that the problems these 'upgrades' may cause, as he might just be unaware. Also ensure you have an eviction clause in the lease which says that you can evict him if he starts making improvementsto the property.
This way you are covering yourself should any problems arise.

Landlords expenses go up every year so why shouldn't the rents also increase.

I would try to resolve it maybe by talking to the tenant personally if you can. Face to face sometimes makes it much easier forboth parties.
