Send mailers or cold calls to properties which are likely to have deferred maintenance.
Wholesalers are also a good option if you don't want to find deals from scratch.

I would argue that a lot of house hackers still want a large comfortable place to live and therefore I would go with the first option.

I am not a Realtor but I suspect it is because it can effect their reputation if the offer is not taken seriously and believe it or not some sellers who feel very emotional about their properties may feel offended by a lowball offer.

I think you should raise the rents slowly over time and if any questions are asked you should just be straight with the tenants and tell them that this is what the market is, and you cannot change that.
