@Cesar Pineda In my opinion the best ways are often the simplest eg driving for dollars, direct mail, email and cold calling

@Travis Watts I believe the correct ‘systems’ (overused word, I know) can make any business run passively whether they be virtual systems or hiring the right people to do a specific job.

I believe for your first investment with any amount of money you should partner with another investor on the deal, this way you can run things by them that your not sure of.

I would take your money, partner with someone else and buy the most units you can afford at the best price.

First I would look at your personal goals. But for me I would look to find a partner and find a large multi family and split the cash flow between the partners.

I pretty sure you can because it is your sisters full time residence therefore you can control who comes and goes.

You could try selling to another investor who wishes to do the same as you if you want out of the deal or if your determined to make it work you could see if it cash flows as a rental.
