Welcome to the BP family.  Jersey City has such a varied inventory of properties I'm sure you can find what you're looking for in your own backyard.  You should attend the NYC and Summit, NJ meet ups as you can discuss your plans with like minded people.  You should get yourself qualified for a mortgage to determine what price range you should be looking at and then focus within that range.  Owner occupied requirements will guide you as to what area of the City you would find desireable.  Good luck and welcome aboard.

I believe you have received excellent advice.  A lot depends on carrying costs; in my area very few prospects venture out when there is snow or ice on the ground.  Plowing and shoveling adds additional cost and work to the project and heating bills can add cost that you may not have anticipated.  If the numbers work, then you work.  It may be to your advantage to purchase at this time as the seller is well aware of the issues.  I am sure you can get a substantial discount if the sale is private.  Your sub contractors may give you a better price as many subs will adjust there prices during slow periods.

It is not purchsed or sold until the deal closes.  This includes both ends of the transaction - buying and selling.  As the old saying goes, don't count your chickens until the egg is broken.
