If it's a lowball, your agent can definitely ask if it's even worth putting in such an offer, which is probably worth doing.

Private lenders are a very diverse group. Many will want some skin in the game, but others will be OK financing it all. That is especially true if you have a good track record and experience with them, but probably the best thing is leverage, i.e. lots of private lenders. That way if one isn't willing to finance it all, you can go to the next. And if they know that you can do that, they often drop the "skin in the game" requirement.

Can you buy it for cash or get a private loan and then refinance it after it's performing or can you not do that or does that not make it worthwhile?

I think the best way to do this is set up a system, and stick with it. we offer one payment plan per lease. So if the tenant tells you they can be caught up by the 5th, maybe I would give them a shot.
Also, why is it a 30 day notice to vacate? If they're behind, in most states at least, it's a 72 hour pay or quit notice that you post before filing eviction?
